Fakfak, explains that Mr Oskar Speck, who is sailing with a canoe, is given the opportunity to visit villages along the coast starting from Fakfak to Kokas, one and all, as licenced by Paduka ? [title?] Mr Bangsawam, Resident of Molucca at Ambon.
To all village heads who Mr Speck visits, if they need clarification, let him be given whatever he needs, and help the aforementioned gentleman in a manner appropriate to his needs in life, particularly his journey.
